All three Pokémon must be at Level 100. The EVs and IVs listed below are the minimum requirements. Exceeding them where possible improves survivability.
Crucial Deployment Rules
You must only have these 3 Pokémon in your party. If you bring a full team of 6, Ho-Oh will immediately use Whirlwind on Turn 1 and ruin the entire setup.
Your party must be in this exact order before entering the battle:
All three Pokémon must be Level 100. The exact HP, Defense, and Speed values needed to survive Ho-Oh's attacks and the summoned Legendary Beasts depend on max-level stats.
Using 1 Max Repel before reaching Ho-Oh prevents random encounters interrupting your run to the battle. Not required, but strongly recommended for a clean approach.
Turn-by-Turn Move Script
Follow this exact 10-turn script. When told to "Kill the Legendary Beast": use Hidden Power (Ground) for Entei or Raikou, and Thunderbolt for Suicune.
